Winston TanWinston Tan, Managing Principal

Winston Tan is the Principal of Human Resources and Rewards. He has worked in a variety of public and private industries providing management consulting and assistance in the United States and overseas. He specializes in total compensation solutions (including base pay, variable pay, and benefits analysis), strategic planning, organizational design, and human resource performance development. For the past 20 years, Winston’s management consulting career has been earmarked by millions of frequent flyer miles accrued throughout the U.S. and overseas.  Prior to establishing InTandem, Winston was the Principal of Human Resources for the National Consulting Group, a management consulting organization within the National Rural Electric Cooperative Association (NRECA). Since 1989 he has provided compensation, organizational development, strategic planning and other consulting services to utilities nationwide. Prior to NRECA, Winston worked for Austin & Lindberg International, a strategic consulting firm based in Brussels, Belgium.  He worked throughout Europe assisting clients in performance improvement, operations assessment, market analysis and in the development of feasibility studies evaluating expansion and investment. Winston holds a master’s degree in International Management from Boston University’s International Management School in Brussels and a Bachelor of Arts degree from Covenant Life College, Alaska.  He speaks frequently at industry conferences on compensation and HR issues. On a personal note, Winston has homesteaded in Northern Canada, dabbled in ultralight flying, and relocated from Georgia to Washington in 2006 (it’s a great story).  He spends spare moments capturing memories with his wife, Julie, two children (Michael and Madison), and “dog-ters” Mollie and Ming.

Steve Tan, Operations Manager

Steve Tan is the Operations Manager for InTandem where he oversees market research, analysis and client reporting. He has worked in a variety of organizations specializing in project management, budget and finance oversight along with operation logistics, both in the U.S. and internationally. Steve holds a degree in Business along with credentials and certificates as a past educator. As a Teacher, Instructor and Organizer, he has helped vendors stream lined protocol, procedures and reporting requirements to achieve timely, accurate and consistent results in their operational systems. Steve is recognized for his ability to identify individual competencies, develop personal skills and create a blueprint for success. He resides in Sacramento, California where he also serves as a community chaplain and resource liaison. He and his wife, Bernice have two children and two adopted grandchildren from Ethiopia. One of his favorite past times is always on the lookout for the “Best Deals”.

James Caron, Principal

James Caron is a principal in the Operations Management Practice for InTandem. He was previously employed for 19 years at National Information Solutions Cooperative. As a Professional Services Industry Consultant for NISC Jim managed all aspects of Utility Accounting software implementation projects for Rural Electric Cooperatives and Municipalities. Some of his responsibilities included, but were not limited to, data file analysis and conversion, training personnel in all accounting applications and illustrating software utilization and functionality to enhance best business practice. Jim also served 15 years in the Rural Electric Cooperative industry as an Accountant and as the Manager of Finance and Customer Service. Additionally, he was self-employed as an RUS Accounting Systems Specialist. As an independent consultant, he specialized in reengineering accounting procedures to gain efficiencies and best business practices from automated processes. As a specialty service, Jim is an Instructor of Utility Accounting and Work Order Accounting. Jim holds Bachelor degrees in Accounting and Computer Information Systems. He and his wife Sharon reside in Michigan. They are both involved in their church. Jim serves as the Finance Deacon and Sharon is a member of the Connections Team. Together they both enjoy reading and hosting meals at their home.

Roy Cowan, Principal

Roy Cowan is a Project Manager for InTandem. He was most previously the Chief Executive Officer for Sandhills Utility Services (SUS) at Fort Bragg, NC. SUS owns and operates the electrical distribution system on Fort Bragg, Fort Pope, and Camp Mackall. Sandhills Utility Services is a company established by the four electric cooperatives that surround the bases (Lumbee River, South River, Pee Dee, And Central EMC’s) for the expressed purpose of participating in the US Military’s Utility Privatization efforts. Prior to his role at SUS, Roy was a Principal and consultant for the Utility Management Practice for The National Consulting Group, (NRECA) for over 24 years. Roy has worked with investor-owned, cooperatives, public power, and municipal utilities in the United States and internationally. His career within electric utilities includes positions as Journeyman Lineman, Electrical Technician, Engineering Technician, District Manager, Manager of Electrical Operations, and Chief Executive Officer. Roy has worked in international programs in several countries around the world as a technical advisor establishing new utilities as well as plant renovations. Roy holds a BBA from Central University in Edmond, Oklahoma. as well as certification from Oklahoma State University in electrical technology. Roy was born and raised in Norman, Oklahoma. He and his wife Brigitte live in Staunton, Virginia in the Shenandoah Valley where they hope to semi-retire some day. Roy and Brigitte enjoy outdoor recreation; fly fishing, golf and hiking with their dog Kimball. Due to overseas assignments they have been able to travel extensively throughout Asia and Europe.

Josh Roe (professional)Josh Roe, Associate

Josh Roe is a performance consultant with 13 years of experience in organizational development, executive leadership and management in start-up and multi-national organizations. Josh has a rich background in both non-profit and major corporate environments. From his organizational experience and educational background, including his Masters in Organizational Leadership from Gonzaga University and Change Management certification from Prosci, Josh has developed exceptional analytical and assessment skills with the ability to identify organizational challenges and implement solutions that add value, enhance organizational integrity, viability, sustainability and growth. Josh is an engaging leader who prioritizes building relationships as a vital factor in the foundation of a successful organization. He is an adept communicator, facilitator, and presenter. Josh lives with his wife Lindsey and dog Lucy in Spokane,WA. where they enjoy a variety of outdoor adventures including downhill skiing, cycling, backpacking and mountaineering.


PlunkettJohn Plunkett, Associate

John Plunkett has vast insight and invaluable experience in all aspects of human resources. Recent credentials include Senior Vice President of Human Resources with Cobb Electric Membership Corporation, an electric utility in Cobb and four surrounding (Georgia) counties. His 25 years of leadership and responsibility with Cobb EMC provided strategic guidance for over 450 employees. Under his direction, Cobb EMC was among the first to become a Certified Provider member of the International Association for Continuing Education and Training (IACET). Mr. Plunkett has served in many positions with IACET, including President. John holds a lifetime designation as Senior Professional in Human Resources (SPHR) from the Human Resources Certification Institute, is a Certified Professional Development Trainer (CPDT) from the Chauncey Group International, achieved Distinguished Toastmaster (DTM) from Toastmasters International, and holds a master’s degree in Education from the University of Georgia. He enjoys time with his wife, biking, volunteering and fundraising for the American Diabetes Association, teaching English as a Second Language, and is a Christian serving in the First Baptist Church in Fairburn, GA.

Kathleen BioKathleen Mixon, Associate

Kathleen Mixon has over 20 years’ experience as a Human Resources Professional with 7 of those years as Vice President of Human Resources for Central Rural Electric Cooperative. She graduated Magna Cum Laude with a degree in Organizational Leadership and has received her designation as a Senior Professional in Human Resources as well as SHRM-SCP which is the Society for Human Resource Management Senior Certified Professional. Kathleen created a full service Human Resources Department at CREC. While at the cooperative she developed an employee handbook, a robust leadership program for the cooperative as well as the community and a wellness plan that included activities that the community could participate in. Kathleen currently consults with businesses in all areas of Human Resources and Leadership. She enjoys spending time with her grandchildren, volunteering for various charities and reading.

Rosa Perez, Associate

Rosa is a Total Rewards Consultant with extensive experience providing strategic and operational leadership in the design, implementation, administration, budgeting, and communication of total rewards programs. Her expertise includes development of executive and base pay, health, welfare, retirement, work-life, wellness, and incentives programs. She enjoys designing benefits & compensation plans that support the employment value proposition for today’s multi-generational and diverse employees while ensuring ROI to the company.
